Public and Private
Engineering Design and Construction Engineering Experience and Assignments
totaling more than 4000 individual projects in the Commonwealth of Virginia as
well as limited projects work in Maryland and North Carolina. Significant
experience and focus in Highway, Heavy Civil, Structures and Utilities Design
and Construction, as well as Rural Water and Wastewater Evaluation and Design,
Subdivision Design and
(complete) Public and Private Infrastructure Designs. Engineering experience
includes involvement in partial or complete involvement in Design-Bid-Build
Processes with oversight by Local, State and Federal Agencies over a 20 year
period. Racey Engineering, PLLC was established in 2002 from its founding as
Racey Consulting Civil Engineer dating back to 1994. The purpose and mission is
to serve the ever-increasing demands for Professional Engineering Services for
Public and Private Civil-Site-Structural Engineering and Infrastructure
projects in the Northern
Valley and Piedmont
Regions of the State. In 2009, Racey Engineering, PLLC was awarded its second
Statewide Term Contract by the Virginia State Agencies and its first Federal
Design-Build (National Park Service) Project.

Principal duties are as Principal Technical Engineer, Company Engineering and Business
Management of Surveying, Civil-Site, Mechanical, Structural and General
Infrastructure Engineering for Water, Sewer, Roadway and Structural Engineering
projects. Services are provided to (Public) Local, State and Federal Agency and
Private Sector Clients and are primarily in water and wastewater design, road
and bridge, site, drainage, and general structural and infrastructure
improvements projects. A significant portion of the projects are sponsored for
owners and submitted to local agencies to facilitate the permitting processes.
Project sizes are typically in the range of $15,000 to $20,000,000 construction
budget dollars.
Management includes
technical office, technical field and administrative staff of as a few as 15
and as many as 30 positions. Engineering services and project management is
provided to and for local, state, federal and private project clients by a
staff of multi-disciplined and licensed professional staff. Principal business
development has been from purely private sector projects to now multiple Local
and State Term Contracts and also involvement in Federal Agency Service
Contracts.
Racey
Engineering (PLLC) Project Experience in Road & Bridge Engineering and
Construction
included involvement in complete or portions of the Design-Bid-Build
(Preliminary, Design and Construction Engineering) process for more than 15
miles of Private, State or Local Road or Street (Route) Construction-Reconstruction
in Valley and Piedmont Regions of Virginia. In addition to the road and street
project work, the company has been involved with multiple Bridge and Structures
Construction or Rehabilitation Projects during the referenced period of
service.
In 2009, Racey
Engineering, PLLC received award of a second Statewide Services Contract for
Surveying and Utilities Location (work) from and by the Virginia Department of
Transportation, and;

has been assigned the Lead Engineer role for and on a Shenandoah National Park
(National Park Service) contract that involves rehabilitation of more than 10.3
miles of roadway on the Skyline Drive (in Page, Rappahannock and Rockingham
Counties).

2002 GENERAL EXCAVATION, INC. (“GEI”)
Senior
Project Manager/Engineer (1997-2002) Reporting relationship to the Vice President of
Operations with responsibility of providing project administration engineering
and management of projects valued to as much as $16 million. Focus of work in
municipal and public projects involving roadway and structures, land
development, and infrastructure construction. Expertise includes working
knowledge of contract preparation, administration, and execution, construction
estimating, and supervision of field survey/stakeout crew. Additional
responsibilities included project cost estimating and accounting, budgetary
monitoring, and invoicing procedures. Serve as “Lead” Project Manager and
Company Engineer on larger public and private jobs, safety director, as well as
Company EEO Officer.
GEI Project

Resident Engineer (1992 - 1997 ) Reporting assignment to Resident Engineer with
responsibility for assisting in administration and management of Residency
Construction and Preliminary Engineering Programs, preparation of Secondary Six
Year Construction and Improvement Plans, Construction Budgets, and assisted in
supervising Maintenance and Construction Programs and Budgets, Supervision of
professional and clerical staff as directed by the Resident Engineer, assist
with communications and interactions with public officials, news media,
citizens, and other department personnel. Responsibilities also included
supervision and monitoring of Residency Programs in and for Safety, E.E.O.,
Customer Service, and Leadership Training and Development (programs). Provide
direct supervision and technical guidance for construction and inspection
program, emergency operation and state force. Pursued District and Regional
Leadership Training, as a Certified Leadership Coach, to Staunton District
Managers and Personnel.
VDOT Project
Experience in Road & Bridge Engineering and Construction included involvement in complete

development, engineering, and personnel and equipment management, fee and

operations of Roanoke, VA Office. The Branch Manager’s position was responsible
for both the Construction Inspections and Geotechnical Divisions in the
operation.
Division Manager of
Construction Services of Roanoke, VA Office (1989 – 1992)Responsible for coordinating,
scheduling, and administration of field personnel for testing and inspection of
construction methods, means and materials on projects in Southwest and Central
Virginia. Duties included materials engineering and lab coordination, field
personnel and equipment management, report review, fee and profit generation,
budgetary and expense control, and daily operations of field inspection
